RIKA - How to Draw New Targets?

How do you create a new target in RIKA software?
I want to create a NRA MR-1 target.

The one I tried is messed. I created each ring by putting in it's outside diameter for X & Y. The target displayed shows a weird line shooting out at 5:00 and the numbers are all jumbled.

How do I delete or edit the jumbled target?
