It is not permitted to place non-removeable tape or draw lines
with a permanent marker on the floor.
I am taking this to mean that we can now place a no residue, removable tape on the floor? .... say instead of the the measuring sticks that us RO's are always tripping, stepping on.

Say the removable painters tape?
In any case I'd get the RO permission

This must be for the rifle shooters.

I can't believe the pistol shooters would be dumb enough to mess with this crap.

A lot of pistol shooters who cannot easily reproduce their stance use chalk foot marks on the floor.

Not in the uk they don't, that practice has always been illegal under both ISSF and our national rules.

From into of 2009 rules
6.3.6.3.5 It is prohibited to put any substance on the floor of the Firing Point. It is prohibited to wipe the firing point
without permission.
This rule is new.
The intent is to stop shooters (or coaches) adding non-slip substances on the floor of the
firing point – no doubt some Juries will overextend their interpretation to include any
substance (e.g. a mark to indicate the shooter‟s preferred position of the feet).
If any shooter finds the firing point floor surfaces too slippery, this should be brought to the
attention of the Technical Delegate and the organisers and dealt with through official
channels.

from 2013/1st rules

6.11.10 Special Competition Regulations
• It is not permitted to put any substance on the floor of the
Firing Point to gain an unfair advantage or to wipe the firing
point without permission.
• It is not permitted to place non-removeable tape or draw lines
with a permanent marker on the floor.
• No one may change or modify any range structure or
equipment (e.g. bench size, cutting mats, adding gun cases
or boxes to the bench, etc.).
etc.


From the wording of the second dot point, removable tape or removable lines are permitted.

Certainly form my view, if the shooter or coach puts down tape or draws a line on the floor, THEY have to COMPLETELY remove it after the shooter has finished
