Shooting mats / elbow problems

Having a bit of a problem as I move up in the shooting world.....
When I was a teenager I fell and chipped the end of my left elbow - pretty painful at the time, but now just a lump at the end of my forearm - right at the point were it rests......
I have been using a Thune shooting mat at club level events (France) as there are often just bare wooden tables at the firing point with no problem. This came after a bad experience where after 30 shots prone I was in so much pain my eyes were watering and "shocks" were going through my body for the remaining 30 - never again.
Now I am moving up to regional and national level competitions where private mats are not allowed under ISSF regulations - but what is going to be there in terms of minimum cushioning? What can I do about this short of surgery (which I am considering for later this year)?
