What, exactly, do USAS and ISSF rules say about cocking a revolver with the non-shooting hand? Permitted, prohibited or a gray area leaving one at the mercy of an individual match official?

Just make sure that the revolver is pointing at the target backstop area (ISSF rule 8.6.1.2) and not rested on the bench (ISSF rule 8.6.4.9.3.2) while you are doing it.

Further to David's reply, whether you cock the revolver with the non-shooting hand or with the shooting hand (watched too many 1950s cowboy movies?) is immaterial: the ISSF rules do not care...
BUT, 8.6.1.2 has been the sticking point for some shooters (Before and during the series, including while chambering a cartridge, or checking or cocking a pistol or revolver, the pistol must always be kept pointing down range and within the target backstop area before returning to the READY position for the next shot, or while awaiting the command “UNLOAD”.
Pre-1990 thinking was that the occassional shot into the roof did not matter, and many (most?) revolver shooters brought the pistol back to the verical to make cocking for the next shot 'easy' - many range roofs still bear testement to this.
Times have changed!
