To the best of my knowledge nobody actually shoots the maximum allowed caliber in centre fire (9.65mm / .380).
All the holes are measured up to this size.
(The .380 size is the resized case outside diameter of a 38 special case.)
A .32 can range from .308 up to .316 (nominal .312-.314)
A 9mm is .354-.356 and a 38/357 caliber is .356-.358 in diameter.
(Really confuse it, a .36 caliber black powder is .375 diameter.)
Plug gauges should have the appropriate spindle diameter for the shot, with a .380 scoring flange.
The International Black powder match is scored with the half ball gauge. i.e. based on the centre of the shot, half the hole over the line (this makes the ten ring very small).
