Arizona HS shooting
Mark,
Most of the HS shooting programs I know about are JROTC programs. There were about 7 or 8 of them in the valley a couple of years ago. Some of our junior shooters were very active. South Mountain, Thunderbird, Red Mountain and one in Apache Junction are some that I can recall. They have the air rifle building at Ben Avery reserved for their PUHSD match, 12-11-2004 and their state championship match, 1-15-2005. I believe all matches are air sporter rifle matches, although the Apache Junction HS was considering purchasing precision rifles.
Jack Duncan is the Arizona State CMP junior director and should be able to help you out, his email is below.

Rex Powers runs a HS rifle program in Wickenburg. I think he does both smallbore and high power.
