Question About Target Height

The shorter range ISSF targets are set 1.4 meters from height of shooting position to center of target.
The 50 meter target spec calls for .75 meters plus or minus .5 meters.
Does this mean free pistol targets can be anywhere from .25 to 1.25 meters above the shooting position?
This appears to make for a different arm angle than the shorter positions.

Yes, but all targets on the line must be at the same height. The variance is for ranges that need a small +/- amount to set u p the range, not for individual shooters to put the target where they like it best.

Not so much as you would notice if you stay at the specified height without the +/-.

The 10m ranges are set up for standing position only; the 50m ranges for 3 position which includes prone.
Yes, the (outdoor) 50m targets can be anywhere between 0.25 and 1.25m provided they are all the same for the range. This gives range designers some flexibility for accommodating landform peculiarities. Indoor 10m ranges are typically in some sort of room / hall and the 1.40m is easy to accommodate.

That is very roughly 1 degree of angle and/or about 1" at the muzzle = not much.
