I see Olympic pistol shooters often seem to be wearing pants that are loose around the legs. Is this a rule requirement? It sends like stiffer pants similar to rifle shooters would help. Do the pistol shooters wear knee braces or compression pants under what I am seeing?

Absolutely not. Can't possibly fathom any benefit - either would probably be a hinderance.
I'll shoot in shorts unless it's cold. In fact, you'd see a few of the pistol shooters at the Olympics in shorts.
The beauty of the pistol is not having to haul a bunch of shit around like the rifle people.
Just your pistol case, a tin of pellets, and "phew-phew!" Start the match!

And also:6.7.4.2 The use of any special devices, means or clothing, including the use of Kinesio,
medical or similar taping, which immobilizes or unduly reduces the movement of
the athlete's legs, body or arms, is prohibited for Rifle, Pistol and Running Target
athletes in order to ensure that athletes’ performance skills are not artificially
improved.
So I guess technically men can't compete in skirts?6.20.2.6 During all Pistol training and competition, women are required to wear dresses,
skirts, divided skirts, shorts or trousers, and blouses or tops (must cover the
front and back of the body and be over each shoulder). Men are required to
wear full-length trousers or shorts and long or short sleeved shirts. Athletes are
not permitted to wear any form of performance enhancing clothing. All athlete
clothing must comply with the ISSF Dress Code (Rule 6.7.5 and 6.20).
Edit: Also be careful with those shorts :-) :
6.20.2.8 If shorts are worn during competitions, the bottom of the leg must be not more
than 15 cm above the center of the knee cap. Skirts and dresses must also
comply with this measurement.

All supporting clothes are prohibited by the rules. And all kinds on taping, support bands etc.
