1822 US flag (23 star) at 2016 ISSF World Cup in Bangkok Why

I was watching some ISSF videos on YouTube. I noticed that when Will Brown earned silver in the 2016 ISSF World Cup in Bangkok (THAI) in the 10M AP Men's Final that the US flag raised had only 23 stars. This flag hasn't been used as the official US flag since 1822. I was wondering why? Was this in honor of some special event? Was it a slight against the US? Were the additional stars too expensive? Was it apathy on the part of the flag maker or organizers? Does anyone know?

Unfortunately, I am horrible with names and faces. I once had a nice conversation with John Rittter and had no idea who he was.

I was just commenting about the anomaly in the flag used to represent the USA for the medalists. The only reason I mentioned Will Brown was that he was the one who earned the silver that caused the flag with the anomaly to be raised.

I wish I was better at names and faces. But, for now, I tell people that I have a photographic memory, I just don't have any film.

GUIDELINES FOR ACCREDITATION, FINALS RANGES, VICTORY CEREMONIES

6. Flags and Anthems
Each OC should have a complete library of flags and current national anthems for all participating nations. All flags to be used
in Victory Ceremonies should be the same size. Generally there should be two flags for each country and three flags for countries that have the possibility of winning all three medals (CHN, RUS, ITA, GER, USA).
National anthems should be checked to ensure that they are the current official anthem of that nation. It is recommended that OCs
have their own library of flags and anthem and not rely on participating teams to bring their flags and anthems. If it is necessary for
participating teams to bring flags and anthems, this and the requested flag size must be clearly stated in the Official Program.


Normally, a (wise) TD has each team manager 'sign off' on the flags and anthems to be used at he competition.

It may well be all they had in their collection of flags. Thailand has always been a good friend of the US.

I would not attribute to malice, what could better be explained by simple ineptitude (is there a better word for this?).
