Re: legal?
This seems counter-intuitive. While I haven't tried this conventional wisdom indicates that too much caffeine is not good for fine motor control. Many shooters advocate total abstention from caffeine, so I'm just a bit skeptical of this for precision shooting sports. Of course, the military person who has been up on a mission for a long time may benefit from a caffeine jolt, but that really isn't the same as what we do. Just my 2 cents worth.

Military done some studies, I am sure tons of studies, to substantiate this relative low dose 100mg effectiveness. Chewing vs. tablet vs. drink.
To have jittery hand trembling, you are talking much, much higher dose.
This https://www.amazon.com/Go-Cubes-Chewabl ... offee+cube might be even more precise smaller dosing of 50mg caffeine + 100mg L-theonine

Faustian bargain with the caffeine devil. Not worth it.
Better to eliminate it entirely if possible.

Re: legal?
So how about just L-theonine?

Interesting how some studies use pharmacy students studying for final exams as study subjects.

Re: legal?
I can't understand why anyone would ask questions about the legality of specific substance on a public forum.
Check against the WADA list yourself, available from https://www.wada-ama.org/
In addition, many countries have official "substance look-up sites". Here in the UK (and several other countries) we have http://www.globaldro.com
It's too important to leave to someone else, check it yourself (or ask a professional).

Re: legal?
When I was in college, I occasionally took "NoDoz", which is a 200mg caffeine pill. It worked largely as intended, allowing me to stay up all night working on papers or studying for exams. However, I could also feel that either it (or staying up that much) was pretty hard on my body. I was used to drinking one or 16 ounce Cokes a day at the time (~ 30 mg), so my body was used to a certain amount of caffeine.
Once word got out that I had some, there were other students who would show up at my door, desperate for someway to survive an academic crisis. I warned them that it was nasty stuff, but several tried it anyway. It tended to affect each person differently. Some were able to tolerate it pretty well. One guy worked all night making handwritten notes for a paper. He finally crashed, and when he woke up, he noticed that all of his notes had a high frequency wiggle superimposed on the text from fine muscle tremors. Another fell asleep anyway, missed his deadline, and THEN he couldn't sleep.
If you are in the military & have to be able to hit something the size of a person, I suspect a little caffeine won't compare to the large amounts of adrenaline that will be in your system. For precision shooting, I'd approach caffeine VERY carefully.
